This Citizen Promaster NY0040-09W Automatic, full-lume dial is new, bought around Christmas. The Promaster automatic always looked very cool to me, and since I couldn't make up my mind among the dial variants, I just got a bunch to try on wrist for myself. Having owned a lot of watches over the years, I can say, whatever dial strikes your fancy, this is a great watch and a superb value.
I removed the (very hard to remove!) original strap, which is super sturdy but not very flexible. I can put it back on if you like, but as I removed it with great effort and care and without any marks, I'd just leave it off unless you know you want to wear the watch on the original strap -- which does have a "Promaster"-signed buckle, if that's important to you.
I had it on wrist for several hours one day, and can confirm that everything works fine (day, date, crown, bezel etc.), including power reserve. In my limited experience, it was running about +15 seconds/day.
This is the newer version, with the Miyota 8204 movement that has hacking, as well as hand-winding. You can definitely feel the difference in the movement between this and an Omega(!), but you also get the feeling like it's built to take a beating. I've found these Promasters far better value than Seiko's at the equivalent price.
There are a number of Youtube videos/reviews on this watch, to give you a better idea of exactly what it looks like and the lume. Here's a couple:
I also bought black and a brown FKM rubber straps, with quick-release springbars, that I'll sell for $15 apiece. Here's the Ebay link:
