DEFINITION:
Provides direct supervision for the day activities of the field services department. Oversees animal control enforcement field work and performs related work. Provides staff training, prepares operational reports and educates the public about responsible pet ownership, animal regulations and laws.
EXAMPLES OF DUTIES:
• Is responsible for the supervision, discipline, training of staff and volunteers. Participates in hiring, promoting and terminating, providing regular on-going feedback and timely evaluations. Recruits, selects and trains new staff providing for their growth and safety. Monitors safety compliance of staff and volunteers. Strives to remain current on animal care and control issues.
• Oversees and coordinates daily field services operations, ensuring all animal control concerns are responded to and appropriately addressed and followed up with. Provides first line supervision for patrol officers. Reviews logs, customer requests, phone records, computerized work records to ensure resources are being deployed and utilized appropriately and in the most efficient manner.
• Maintains numerous files, records and statistics that include but are not limited to: animal control and dispatch summaries, incident reports, bite and quarantine reports and personnel data. Prepares all field services staff assignments, schedules and rosters. Provides direction for animal control module of shelter’s computer system and software programs. Provides monthly statistics and articles to Director of Operations.
• Participates in preparation of budget, monitors revenue and expenses, to remain within annual budget, regularly reviewing and modifying procedures to maintain efficient yet effective service.
• Oversees inventories and ordering of field services supplies and equipment and assures that appropriate quantities of all supplies are on hand at all times. Regularly inspects field service vehicles and equipment for needed repairs and maintenance communicating needs to Director of Operations and Facilities Associate.
• Supervises and performs euthanasia, ensuring proper techniques are used, maintaining certification in euthanasia by injection and performing euthanasia to AVMA guidelines.
• Performs the duties of a field services officer as needed. Works collaboratively with staff and volunteers to achieve NCHS goals and assure the highest of standards in field and customer service. Communicates effectively and professionally with staff, volunteers and the public at all times.
• Conducts and participates in meetings with staff to review procedures, discuss workplace issues and share ideas to improve field services and animal care. Meets with Director(s) to develop long-range programs and regularly review policies and procedures and provide administrative support.
• Develops and maintains cooperative work relationships within the agency as well as with other community agencies and organizations. Fulfills speaking engagements, attends all staff training and volunteer meetings as needed. Provides information for media releases as needed.
• Supervises special work, such as dangerous dog cases and animal disaster operations. Assigns officers to assist other governmental and/or law enforcement agencies with animal control activities.
• Develops policy and procedures for animals involved in disasters, such as highway accidents, fires, floods and/or earthquakes. Participates in, and provides direction during animal rescue efforts and disasters.
• Ability to prepare written reports, conduct humane investigations concerning complaints and violations of animal regulation laws and/or cases of animal cruelty and neglect. Issues citations and has ability to appear in court.
QUALIFICATION REQUIREMENTS:
To perform this job successfully, an individual must be able to perform each essential duty and task satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.
• Demonstrated supervisory knowledge to include knowledge of principles and techniques of supervision, motivation techniques, and basic training methods. Knowledge of decision making techniques, skill in mediating dispute, conflicts and grievances.
• Knowledge of city, county, state and federal laws, statues and ordinances related to animals. Legal liabilities and responsibilities of those involved with the enforcement of animal control regulations. Methods and techniques of investigation including rules of evidensce, laws of arrest and court procedures.
• Demonstrated program management knowledge to include basic statistical methods, fiscal and budgeting practices and procedures, knowledge of local, state and federal regulations for the workplace, knowledge of federal and state wage and hour regulations. Knowledge of basic animal ordinances relating to animal welfare, impoundment, release and disposal.
• Knowledge in animal health and well being to include nutrition needs, resources for information, knowledge of common animal diseases, skill in animal first aid, skill in performing euthanasia. Ability to identify animal species, breeds, ages and sexes. Ability to identify signs of animal illnesses and injuries.
• Demonstrated personal communication knowledge to include effective phone skills, effective interviewing techniques, public speaking and ability to communicate effectively in writing and orally.
• Must possess a diplomatic yet strong personality and superior interpersonal skills in order to interact with diverse temperaments. Must have valid CA driver’s license. Must be proficient in Microsoft Office and e-mail communications. Positive attitude. Ability to handle a variety of animals humanely. Able to work a flexible schedule.
• Must complete Animal Care Level One, Level Two an Level Three courses and pass exams with score of 80% or higher within established deadlines (in first year of employment).
• Must be a currently certified Humane Officer in the State of California
EDUCATION, SKILL, EXPERIENCE: High School Diploma Required, Requires BA degree or equivalent experience, preferably in administration of justice or related field. Training specified in subparagraph (D) and the basic training for a level 1 reserve officer by the Commission on Peace Officer Standards and Training. Must satisfy the requirements of Section 1029, 1030, and 1031 of the Government. Attendance of CA State Humane Association approved Law Enforcement Academy. Previous law enforcement or investigation experience of three years as well as experience in management. Certification provided by SDHS of all three levels of Animal Service training program within the first year of employment. Must be computer literate, with effective written and verbal skills. Strong interpersonal and conflict resolution skills are essential. Valid CA Drivers license required.
GENERAL ABILITY TO:
Lift and carry 50 pounds for 100 feet; bend and reach; control large dogs on leash; work with a variety of cleaning agents; work in an environment with daily climate changes. Maintain neat and groomed personal appearance. Attend monthly all staff meeting. Work flexible schedule, including weekends and holidays.
KNOWLEDGE/SKILL QUALIFICATIONS:
To perform this job successfully, an individual must have a genuine interest in animals and their well-being. They must possess a valid CA driver’s license and be proficient in Microsoft Office and e-mail communications. They must have a positive and upbeat attitude.
CHARACTER:
Felony and misdemeanor convictions, depending on how current as well as the severity, may be disqualifying. Prior to appointment candidates will be subject to a thorough background check and a drug screening test.
LICENSE:
A valid California Class C driver’s license which must be maintained throughout employment, is required at time of appointment.
