<b>Job Description Summary:</b>

Will handle all aspects of payroll processing for approximately 300 employees, and provide back-up coverage for benefits-related tasks. Will create and update electronic payroll-related data such as hire information, terminations, salary adjustments, and benefits deductions. Will calculate, enter, and audit hours and earnings each pay period and as needed for out-of-cycle checks; process payroll changes; communicate with employees to resolve timesheet/payroll discrepancies; prepare periodic reports of earnings, taxes, deductions, historical data, and other relevant reports; keep records of taxable and nontaxable wages; assist with payroll/timesheet record-keeping. Will address complex payroll and tax issues, including those that may be related to the reconciliation of payroll-related accounts. May obtain and process employee benefits forms (enrollments, updates/changes, renewals) related to health insurance, 403(b) retirement plans, flexible spending accounts, and any other benefits-related items. May enter benefits-related data into HRIS and benefit databases; prepare and send enrollment information and payment to benefit plan providers and other plan administrators; communicate with employees, carriers, and vendors regarding benefits-related issues. May assist with administration of COBRA and workers’ compensation insurance; audits of benefits-related data; reconciliations of benefits. May provide back-up coverage for HR Generalist as needed. To assist the Risk Manager, Safety Director and Assistant Safety Director in accident investigation, claims management, owner controlled insurance program management, OSHA reporting, Risk Management reporting and employment matters, <br>

ESSENTIAL DUTIES AND RESPONSIBILITIES:                                                                    <br>
<br>
Claims Management  <br>
Investigate employee, auto, property and liability (property damage only) that occur in SD, BA, WA, UT, AZ and new divisions by identifying root cause, injury severity.  <br>
Issue monthly preventable accident alerts and 30 day safety alerts. <br>
Manage employees on modified duty by interfacing with carrier,  company and medical facility to reach swift closure of claim.  This includes coordinating return to work, and handling performance, attendance, and medical issues that may arise. <br>
Report to insurance company on all claims, monitor claim status and develop strategies on existing claims including identifying the need for second opinions, medical management, surveillance, attorney representation where warranted. <br>
Report and interface with Union on all claims governed by the Collective Workers’ Compensation Bargaining Agreement. <br>
Update database on a continual basis with new claims, financial data, claim status, medical data, legal data, and OSHA information. <br>
Attend quarterly claim reviews and serve as an advocate to mitigate costs and bring claims to closure. <br>
Communicate post accident drug screen results to company supervisor and support the post accident drug testing program by educating company personnel to ensure protocols are followed.  <br>
Identify in-network medical clinics for projects within regions assigned and ensure care is directed to the appropriate clinic.  <br>
 <br>
<br>
OCIP Management<br>
<br>
Maintain and secure insurance for all Owner or Contractor Controlled Insurance Programs including company and subcontractor enrollment in program, identification of insurance credits, and distribution of insurance required data.  Maintain OCIP Checklist. <br>
Interface with OCIP administrator in the negotiations of initial insurance credits to ensure credits are in line with expected loss rates for company. <br>
Review and make recommendations on change orders for OCIP credits by working with accounting to verify accurate exposures.  Maintain Change Order log. <br>
Support and communicate OCIP management protocols to company personnel and identify non compliant personnel to Risk Manager. <br>

Risk Management  <br>
<br>
o       Identify total incurred amounts for all open claims, claim status changes and significant reserve changes on a monthly basis for Risk Manager’s review and evaluation of reserve accruals against actual losses.<br>
<br>
o       Calculate company, division, and department OSHA recordable and lost time rates on a monthly basis including a comparison against industry OSHA recordable and lost time rates based on NAISC classifications.<br>
<br>
o       Track shop recordable rate statistics in support of Shop Safety Incentive program.<br>
<br>
o       Notify Human Resources of all lost time cases to ensure they are apprised of cases where FMLA or other state regulated leaves of absence apply. <br>
<br>
o       Issue risk management reports as required which may identify positive or negative trends in injuries, accidents or claims.  <br>
<br>
o       Identify all employees’ on modified duty and current work restrictions and distribute to all company supervisors on a weekly basis. <br>
<br>
o       Provide administrative support for the Business Continuity Plan.<br>
<br>
o       Provide risk management support for any company acquisition, merger, or new department. <br>

The <strong>Reuben H. Fleet Science Center</strong>, the popular hands-on science museum located in historic Balboa Park, is looking for a responsible, friendly, and dynamic person to join our Human Resources team as a part-time <b>Payroll Administrator and Human Resources Assistant</b>.

<b>General Job Description: </b>
<br>

<br>
This position is responsible for administration of payroll and time keeping using ADP and for general clerical and administrative support to the Human Resources Manager and department. 
<br>
<br>
Duties include: payroll administration - processing and reconciliation on a semi-monthly basis; creation and management of new hire files and materials; organization and filing of all personnel documents; posting recruitment notices, applicant tracking and correspondence; interview scheduling and pre-employment screening; assistance with planning and execution of all staff events, some in a leadership capacity; HRIS database entry; creation and management of reports, forms, and employee newsletter;  assistance with employee on-boarding cycle, including facilitating and conducting orientation; human resources reception duties.

<b>Basic Selection Factors:</b> 
<br>

<ul><li>Previous payroll processing and/or administration experience required.  One year ADP payroll experience preferred. 
<li>Prior clerical, administrative assistant or general office experience required.  One-year administrative or executive assistant experience preferred.  
<li>Excellent written and verbal communication skills.  
<li>Strong attention to detail and superior proofreading skills.
<li>Exceptional organizational and time-management skills with strong ability to multi-task effectively. 
<li>Strong interpersonal skills required. Must be able to handle challenging issues with diplomacy and tact while maintaining company policies and procedures. 
<li>Proven ability to handle confidential information in a professional manner.
<li>Proven ability to perform mathematical operations as needed for position.
<li>High school diploma or equivalent required. College degree preferred.
<li>Intermediate to advance knowledge of Microsoft Office Suite (Word, Excel, Outlook, etc.) preferred. Experience working with ADP PayXpert, EzLabor, and/or HR-B payroll and timekeeping products preferred.
<li>Knowledge of Microsoft Publisher helpful.
<li>Ability to work well independently as well as in a team environment.
<li>Previous experience making presentations or training small and/or large groups preferred.
<li>Must be able to maintain focus during very busy periods.

Will initiate the VA WOC process for VMRF employee, which includes the distribution of required VA paperwork and related instructions as provided by VASDHS Research Staffing. Will orient new employees to the WOC process and assist with continuous support for all VMRF WOC employees, including training and testing. Will follow up with employee in regards to required paperwork, ensuring it is returned in a timely manner; will review paperwork for completeness and accuracy. Will assist employee with and ensure requirements are met for mandatory training and all other WOC-related processes. Will maintain and utilize various databases, which support tracking of compliance, safety and other ongoing mandatory and specialized training. Will process and distribute WOC renewal notices in addition to other time-sensitive related paperwork. Will collaborate with VA Staffing Section Supervisor and VMRF HR to establish an effective tracking mechanism of incoming new hires, renewals, annual competencies reviews, and testing. JOB SUMMARY:<br>
<br>
Is responsible for establishing, maintaining and reviewing schedules for hourly and trailer sites. Communicates with branch manager, supervisors, recruiters, rovers and post commanders; maintaining accurate availability lists.  Also assists with general branch office HR, including recruiting, employee relations, new hire orientation and special projects<br>
<br>
<br>
ESSENTIAL FUNCTIONS:   (Not limited to<br>
<br>
1         Schedules security officers, rovers and supervisors at client sites; manages the scheduling process to optimize operating results and to keep overtime to a minimum; resolves staffing issues and problems as directed by the branch manager.<br>
<br>
2         Maintains site coverage at all times; tracks requests for time off including vacation and personal leave requests to ensure site coverage; responds to emergency situations, call-offs, no-call no-shows, and absences to make sure client sites have coverage; acts as call in center.<br>
<br>
3         Ensures that accurate timekeeping and payroll data is posted in the automated resource system; verifies billing and payroll reports and corrects discrepancies; interfaces with payroll department to make corrections.<br>
<br>
4         Maintains current knowledge of site requirements, security officer training, availability and time worked, and client exclusion list.<br>
<br>
5         Coordinates pumping services to ensure each trailer site is pumped in a timely manner.  May require periodic meetings and visits with pumping vendors to ensure optimal service.<br>
<br>
6         Ensures that an adequate on call security force is available to cover vacancies created by absences and call-offs.  Communicates ahead of time, with HR recruiters and identifies staffing needs in a proactive manner.  <br>
<br>
7         Briefs and provides documentation to all supervisors on changes to posted schedules and new security officer schedules.  <br>
<br>
8         Verify each Monday morning that on-call response logs received.  Must reconcile with Vision time records.  Logs to be provided to branch manager for review and sign-off.  HR/Scheduler to send logs via overnight mail to Gardena the same day.  May on occasion review and approve logs in absence of the branch manager.<br>
<br>
9         Responsible for staffing all jobs and does not turn down any jobs and displays a positive, willing attitude when staffing jobs at the last moment.<br>
<br>
10     Will insure that each trailer officer signs a trailer package, trailer contract, and receives a subsequent trailer package for each new site a trailer officer moves to.  Also ensures that any commercial guards who become trailer officers receive a trailer contract.<br>
<br>
11     Scheduler should review the various Vision repots to ensure the appropriate DL percentages are being followed.  Schedulers are responsible for keeping OT to a minimum and identifying any irregularities in schedules/hours, etc…<br>
<br>
EDUCATION/EXPERIENCE: <br>
<br>
- High school diploma or G.E.D.<br>
- At least 2 years of scheduling experience, or an equivalent combination of education and experience.<br>
- At least 2 years of HR experience, or an equivalent combination of education and experience.<br>
<br>
-HR Certification preferred<br>
<br>
-Bilingual preferred<br>
<br>

- Must read, write and speak English. Being multi-lingual/bilingual is a plus.<br>
