The old lady that currently occupies the unit wasn't born there. The reason she got "in from the cold" was because the system was in place and available to her to begin with. But, hell, since "life isn't always fair" why be opposed to throwing her out in the cold right now? Why should the landlord have to wait a day longer to get market value? That's not a rhetorical question by the way--I'd be interested in your answer...

Look, as far as I'm concerned it all boils down to what kind of a society we want to live in. I'm all for able bodied adults being fiercely independent and self-reliant; to the point of never being beholden to the government for a single cent. But the weakest among us-- the very young and the very old-- shouldn't have to worry about having a roof over their heads or going hungry. If you want to be consistent about it and excise socialism altogether, 'why should childless couples have to pay taxes to educate someone else's children?'. After all, old age isn't optional but having children is. [Perhaps if they could opt out of that sizable portion of the tax burden their entire working life they may never get to the point of having to rely on rent control to keep a roof over their head to begin with.] That WAS a rhetorical question by the way--the reason why we should all contribute to public education is because we all derive a benefit from an educated public [such as it is]. Now we're back to square one; 'it's about what kind of society we want to live in'.

You write, "It seems to me the key bit here is this:

"But California's Prop. 98, spearheaded by the Howard Jarvis Taxpayers Association, apartment owners, the mobile home park industry and the California Farm Bureau, goes further, including a provision that would phase out rent control in apartments and mobile homes as the units are vacated."

See that last part "As the units are vacated" - so no old ladies would be left out in the cold, but landlords could eventually get market value for their rental properties. I don't see this as a problem - help me understand why it is.

And as far as po folks working on the coast not being able to live there - Hell, since when can *I* live on the coast - and I'm a long ways from poor!?! Life isn't always fair; You can't legislate good outcomes."
