POSITION SUMMARY<br>
The Project Controller is responsible for supporting the Program and Project Managers during the full life cycle of projects and programs.  In the planning phase, the Project Controller develops program/project schedules, cost models, budgets, critical path analysis, resource loaded networks and risk assessments in conjunction with the management team.  The Project Controller prepares scheduling templates and project-specific schedule outputs (e.g., Gantt Charts, RLNs and CPAs) using the MS Project tool.  Once cost models are approved by Finance, the Project Controller develops cost tradeoff analyses for various project planning scenarios.  The Project Controller maintains financial information, such as rates for labor categories and overhead factors, to apply in cost models and proposed budgets.  Once a project plan has been approved by management and/or the customer, the Project Controller creates a schedule and budget baseline against which actual project performance will be measured. <br>
<br>
During project execution, the Project Controller tracks schedule and cost performance and assesses the root causes of all variances.  If earned value (EV) reporting is required, the Project Controller utilizes MS Project to generate these reports, or independently calculates the EV measures.  This involves interacting with the project team to discuss percentage completion of tasks.<br>
To ensure accurate cost performance, the Project Controller verifies all costs charged to the project.  This includes validating that project team members are charging to the correct charge code and preventing unassigned staff members from inadvertently charging time to the project.<br>
<br>
The Project Controller supports the program/project managers during interim project reviews by preparing cost and schedule status information, performance levels, variance analyses, root cause analysis and proposed corrective actions.  The Project Controller maintains complete and accurate project schedule and cost information for management reporting and in case any customer audits are requested.<br>
<br>
RESPONSIBILITIES  <br>
  •  Define project control standards and procedures<br>
  •  Design and implement models/templates for cost and schedule estimating<br>
  •  Support Program Manager and Project Manager with budget and schedule estimations, tradeoff analyses and final planning products<br>
  •  Prepare risk assessments related to cost and schedule performance<br>
  •  Monitor cost and schedule performance throughout the project period of performance<br>
  •  Identify variances, perform root cause analysis in conjunction with team and recommend corrective actions<br>
  •  Verify actual costs charged to the project, including e-timecard verification<br>
  •  Generate project status and performance reports, including Earned Value performance<br>

This position provides front-end support to Business Intelligence (BI) users of the data warehouse using the Port’s standard data warehousing systems, the SAP Business Warehouse (BW) and Business Planning and Simulation (BPS) modules. This position also provides technical (not financial or contractual) oversight of the Port’s back-end BW administration contractor and of the upcoming contract for a technical upgrade of our BW installation to version 7.0.<br>

At the Port, the term "front end" refers to BW queries and reports created under SAP Business Explorer Analyzer, plus SEM/BPS layouts, menus, planning packages, etc. At present, the Senior BI Analyst personally performs all front end tasks.  It is intended that the Senior BI Analyst prepare documentation and user training for a future super-user team that will be able to create reports for end users.<br>

The Senior BI Analyst formulates work assignments for the Port’s back-end BW administration consultants and performs quality assurance on their deliverables, such as: newly-activated standard business content; custom-built extractors, data sources, and InfoProviders; transfer rules, update rules, InfoPackages, process chains, etc., needed to load data from ECC and other Source Systems into BW; and appropriate technical and user documentation.<br>

DISTINGUISHING CHARACTERISTICS: Senior Redevelopment Planners serve as team leaders or project managers for work groups or teams. Incumbents lead, manage or provide the highest-level expertise to complex and politically sensitive planning studies, projects and assignments. Senior Redevelopment Planners represent the department in inter-agency, local and state meetings and planning efforts. Incumbents are expected to exercise expert independent judgment, initiative and decision-making authority to develop timely solutions to complex problems. Projects and assignments require a high degree of knowledge and ability in identifying and solving problems, interpreting and analyzing federal, state and local codes and policies and maintaining effective contacts and relationships with elected officials, Port management and staff, representatives of other governmental agencies, business and community agencies and the public.  Assignments are given in terms of broad objectives and evaluated based on overall results.<br>

ESSENTIAL DUTIES AND RESPONSIBILITIES: The following statements are intended to describe the general nature and level of work performed by people assigned to this classification. 1. Develops, designs, administers, coordinates and manages planning programs to meet Port needs; administers complex District policies and regulations; interprets and implements federal, state and regional laws and regulations; interprets and integrates planning requirements into policy direction, plans and management of department programs; determines the application of code and regulations in complex situations; writes and edits Port policy documents and regulations related to planning issues; researches, writes and edits management plans; prepares major elements of the Port’s Master Plan; analyzes amendment requests from the general public and other divisions; reviews and edits proposed amendments to Port policy documents to ensure clarity and consistency; develops strategies, policy document amendments and other measures to carry out policies.<br>
3. Coordinates with division management and elected officials; makes recommendations and presents reports to the Board of Port Commissioners; keeps department management and Port Commissioners apprised of the status of department programs and the department’s ability to meet regulatory requirements.<br>
4. Researches policy issues and conditions; establishes methodologies and standards for research and studies; manages the collection of information regarding study needs from other divisions and agencies; plans and manages processes to prepare detailed study designs that reflect outlined needs; prepares scopes of work; designs, conducts and analyzes surveys, inventories and evaluations, including data collection and interpretation, analysis and evaluation of consequences of different courses of action; conducts special studies on sensitive planning issues.<br>

MINIMUM REQUIREMENTS*<br>
Education, Training and Experience:<br>
Graduation from a four-year college or university with an undergraduate or graduate major in urban planning, environmental planning or a closely related field; and six years of related progressively responsible professional planning experience. Experience in California tidelands planning is preferred.<br>

<description><![CDATA[Provides on-site IT and system administration support of the Automated Maintenance Environment (AME) at USN,  USMC military facilities, or Boeing support sites.  FSE will be responsible for providing full AME technical support and implementaion, systems hardware management to include, hardware inventory control, warranty/replacement oversight, software upgrade/installation to include Information Assurance Vulnerability Management (IAVM), application and systems configuration management, central database management, system testing and troubleshooting, hardware shipping to support detachments and deployments, and fleet training.  FSE will be responsible for capturing and documenting new user requirements, training end-users, implementing system security measures, and maintaining database integrity and configuration management as required. <br>

Primary Job Functions <br>
<br>
Maintain database integrity and configuration.Provide AME technical support, systems hardware management to include, hardware inventory control, and warranty/replacement oversight.Perform software upgrade/installation to include Information Assurance Management (IAVM), application and systems configuration management, central database management, system testing and troubleshooting, hardware shipping to support detachments and deployments, and fleet training.Maintain two way data replication and secure FTP connection to move data between levels of maintenance and OEMs for configuration changes, technical directives, work orders and flight documents. Perform networking functions between individual stations, including analysis and corrections of errors caused by software, hardware, or data entry.Provide PM required reports and attend weekly conference calls.Train personnel on proper procedures for extracting data, interpreting management reports, creating archives, backups, and data saves in support of operations.Coordinate activity maintenance reporting requirements and recommend changes to maintenance policies and procedures. Ensure customer satisfaction, always keeping the user informed at all times.Responsible for managing the technical aspects of the program including the systems architecture, system interfaces and any associated technical performance measures.Manage the configuration of system design throughout the design, development, and integration phases of the program.Plan and execute system upgrades and associated training. Maintain Information Assurance Vulnerability Management (IAVM) for all AME GFE assets.Support detachment deployments to include aircraft carriers, overseas activities, and / or remote locations. Provide user training at all AME activities, including informal, over-the-shoulder, and annual classroom refresher training for all squadrons.Support the identification, analysis, and tracking of trouble reports though the use of the Trouble Reporting / Asset Visibility Identification System (TRAVIS). Education and/or Experience<br>

Associates Degree plus 6 years experience or equivalent. Knowledge of fleet aviation operations & maintenance processes, policies, culture, and standard practices in order to effectively represent the operator within the company is preferred. Knowledge and/or experience with F/A-18 and/or Navy Flight Operations / Maintenance is preferred. Knowledge of database management tools (e.g., Records Management Database, Access, Excel) and /or operating systems protocols.  Knowledge of responsibilites and tasks performed by various Engineering departments/disciplines (e.g., design, test, software, technology, avionics).  Knowledge of the interaction between departments/disciplines and how their products/processes affect one another and impact non-engineering processes (e.g., Operations, Logistics, Business).  Strong knowledge of design, improvement, and installations of integrataed systems of people, materials, equipment, and methods.  Knowledge of network communication concepts, principles and architectures, associated with network planning, design, integration and maintenance.  End-to End working knowledge of network transport technologies, systems, environments, services, protocols, performance monitoring and diagnostic analysis.  Knowledge of the Automated Maintenance Environment (AME) is preferred. <br>

Skills and Abilities<br>
<br>
This position also requires strong analytical and IT skills background: F/A-18 technical experience preferred but not required.  In addition, the FSE must be able to operate with deployed and CONUS based military operations centers and field based commands.  These locations may be in austere environments and be physically separated from substantial life support and other Tapestry personnel.  The ability to work independently as well as within a team environment and under stressful conditions is essential. Requires experience with Oracle and/or Sybase database management. Microsoft Certified Systems Engineer (MCSE) certification is highly desired.  <br>

Physical Demands<br>
<br>
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  This position requires the employee carry a pack for extended periods of time, often working at the computer viewing the screens and typing, communicating on the phone.  Duties may be carried out in extremely hot and dusty environments and in the vicinity of hostile fire.  These areas may be considered combat zones by the DoD and in certain conditions the employee may be required to carry a weapon for personal self defense. Personnel may be required to deploy for short periods of time aboard US Navy vessels.  This position may require the employee to sit for extended periods of time, often working at the computer viewing the screens and typing, communicating on the phone, can demand standing, and some lifting up to approximately 50 lbs. <br>

This position is responsible for performing a variety of complex technical and administrative duties in administering and coordinating the District’s risk management program, including insurance and workers’ compensation. The Risk Management Analyst is also responsible for serving as the liaison with Port attorneys and staff, insurance brokers and others to monitor, gather relevant data and resolve or settle claims filed by or against the Port.  This position investigates, analyzes, negotiates resolution and manages a wide diversity of claims including sensitive or complex claims; reviews Harbor Police reports for potential liability situations, notifies responsible parties, determines processes, tools and information necessary to investigate claims; investigates and researches damage to Port property and negotiates settlements with responsible parties; represents the Port in small claims court when necessary.<br>
Minimum requirements for this position is graduation from a four-year college or university with major course work in finance, business, public administration or a closely related field and at least one year of progressively responsible experience in risk management and the administration of general liability or similar claims; or graduation from high school or G.E.D. equivalent and at least four years of progressively responsible experience in risk management and the administration of general liability or similar claims.  Possession of the Associate in Risk Management (ARM) and/or Chartered Property and Casualty Underwriter (CPCU) designations and experience in a public agency is highly desirable.<br>
