Girl Scouts, San Diego-Imperial Council is looking for a Operating Finance Officer (OFO)

The Operating Finance Officer (OFO) works closely with the Chief Executive Officer, Board of Directors and leadership team to develop and implement Council financial strategies. In partnership with the CEO, Executive Committee, Treasurer and Finance Committee Chair, the OFO provides overall financial leadership and direction to the Council, and is also responsible for providing effective stewardship, control and oversight of the organization’s finances. The OFO leads the accounting function and financial statement preparation in accordance with generally accepted accounting principles, industry practices and tax-exempt regulations, and is in charge of the organization's related planning, execution and evaluation, through performing the following tasks personally, or via subordinate staff.

KEY RESPONSIBILITIES:
•Functions as a member of the Senior Leadership Team of a complex, high-functioning organization
•Participates in setting the organization’s strategic direction, and in translating the vision and goals set by the Board of Directors into effective operational strategies and actions
•Manages the Council’s relationship with the local financial community, including local financial institutions
•Contributes to overall Council effectiveness by providing critical staff support to committees and task forces established by the Council’s Board of Directors. May provide direction, guidance and/or supervision to cross-functional teams
•Collaborates with the CEO in advising the Council’s Board of Directors and related board committees with regard to all matters pertaining to finance policy, to best ensure that financial strategies, decisions and functions effectively work toward achievement of Council goals
•In cooperation with the CEO, leads the process for preparation of the general operating, capital and all other necessary budgets for presentation to the Council’s Board of Directors for approval. Monitors performance of approved budgets
•Develops and maintains effective, easily-understood tools and systems to provide critical financial information to the CEO. Provides counsel to the CEO in the formulation of overall fiscal policies and plans regarding both short- and long-term financial matters related to the Council
•Provides timely, accurate and easily-understood analyses of budgets, financial reports and financial trends, to best assist the CEO and leadership team in decision-making and goal execution. Maintains similar responsibility with respect to reporting of special funds arising out of gifts, grants, investments and other allocations
•Manages the finance and/or accounting staff and all their related activities, ensuring that daily operations of the Council proceed efficiently and effectively, including oversight of the day-to-day administration and control of the accounting, treasury and payroll/benefit functions
•Manages the effective recruitment, development and retention of high-performing staff, and ensures they are properly organized and deployed to best achieve successful operating results
•Maximizes operations for all Council-owned and leased properties to ensure the acquisition and disposition of fixed assets, construction, improvements and maintenance are managed in the most cost-effective manner. Also ensures all property and fixed assets have proper legal title and are insured at the required levels
•Maximizes operations for all retail operations and trading posts to ensure the acquisition and disposition of inventory are managed in the most effective manner to balance serving the membership and fiscal management. Also ensures the operations have appropriate inventory turn-over levels and balances
•Safeguards the Council’s assets, ensuring financial transactions are processed accurately and timely, and are recorded in keeping with generally accepted accounting standards and principles
•Directs and analyzes studies of general economic, business and financial conditions, and their potential impact on the Council’s policies and operations. Determines the actual cost of pathways, camp properties and programs and makes recommendations for appropriate levels of subsidies in support of the Council’s strategic and operational plans
•In collaboration with Human Resources, ensures that diversity and pluralism are embraced and incorporated into the work of the Council
•Directs staff in providing and implementing procedures and computer application systems necessary to maintain proper records, as well as to afford superior accounting controls, services and reporting
•Participates as a team member of applicable committees and the Leadership Team of the Council
•Oversees and directs tax, accounting, purchasing, investment, long range forecasting and insurance activities for the Council
•Ensures that all Council financial operations are carried out in compliance with local, state, federal and not-for-profit regulations, guidelines and laws
•Analyzes, consolidates and directs all cost accounting procedures, along with other statistical and routine reports
•Oversees financial and governmental audits, identifies opportunities for improved efficiencies, and supervises the implementation of improvements to internal controls and/or operating procedures recommended in the management
•Other duties and projects as assigned

•Bachelor’s degree in Finance, Accounting or Business Administration required. Masters degree preferred
•Minimum of ten years work and supervisory experience in finance or accounting
•Licensed Certified Public Accountant preferred
•Knowledge of GAAP accounting, finance, tax and budgeting principles within a 501(c) environment
•Current California Driver’s license, valid auto insurance, and be insurable by the council auto policy carrier, and have access to a vehicle on a daily basis
•Have belief in the aims and purpose of Girl Scouting, be willing to subscribe to the principles expressed in the Promise and Law, and be aware of the needs of girls in our pluralistic society
